Letter from Fr. Sylvester Mulligan OFM Cap., Provincial Minister, to Fr. Thomas Dowling OFM Cap. advising him that there is ‘no use going West’ until after a priests’ retreat. However, he strongly encourages him to ‘look out’ for potential sites at his leisure afterward. Father Sylvester describes the current administrative and logistical hurdles as ‘exploring every means that is likely to help the old ship through a heavy sea’.
