Thomas Dowling OFM Cap. referring to the practicalities of allowing a group of religious sisters to establish a new institution in the area. He states that if these sisters have ‘sufficient money to build a schoolhouse or hospital’ and can support themselves, they are ‘welcome to take their chance’.
