Copy letter from Fr. Thomas Dowling OFM Cap. to Fr. Luke Sheehan OFM Cap. expressing his dismay on some of the instructions given to Fr. Luke by the Bishop of Baker City. He writes ‘We accepted missions in Oregon and not chaplaincies to nuns. Accordingly, you cannot accept the position of chaplain without further authority. Should these nuns or others settle in our missions and our fathers be required to supply Mass or perform other spiritual ministrations this cannot be imposed upon them as a duty but is merely an act of voluntary kindness done only until such time as arrangements are made about a chaplain’.
