Letter from Archbishop Edward D. Howard to Fr. Joseph Fenelon OFM Cap. The letter discusses organizing spiritual care for Civilian Conservation Corps (CCC) forestry camps operating in the region. After consulting with local priests, the archbishop proposes combining the camp chaplaincies assigned to Roseburg and Grants Pass so they can be managed together through Roseburg. He notes that the federal government pays a salary of $30.00 a month plus a transportation allowance of 5¢ a mile for this work. In light of these available funds, the archbishop requests two Capuchin friars to be assigned to the territory, emphasizing that the candidates must be able to work effectively with both the officers and the young men stationed in the forestry camps.
