When he got back Fr Arthur's letter was there showing St Joseph's CPs would not agree to letting Bishop have anything to do with a church on CP grounds (copy of that letter is not extant in these archives). This put it all back to square one. so Vice-Genaral says send document back to Provincial to see if enclosure will be accepted. No point in Arthur coming to Rome Gives reason why. Has written and wired to Hilary that permission has been obtained for him to celebrate mass on board ship (on voyage to Australia?). Bishop McAllister has got the Propaganda letter, but is on visitation at the moment and has not scrutinised it completely. He claims some of the Passionists allegations are untrue. Propaganda has told Thomas that there is no law compelling a bishop to give faculties to all religious in a community, but he cannot refuse faculties to all either. He can use his discretion as to how many faculties he gives.. The Dominicans have come up against this problem also (and that seems to have been the decison given?). Can't expect new law just for C.Ps.
