He asks the Bishop to consider the matter in light of his comments.

He feels that the Bill will be presented by the Government as being substantially free-for-all and substantially measuring up to the Browne requirements. People will feel that the Bishops are retreating from their original position if they remain silent. Suggests they wait for the full text of Bill. Must remember that this Bill is uncalled for. The poor have a good health service already.
