That is not the position. Dominican's have made a submision with that conclusion to Propaganda, but that congregation doesn't want to annoy Irish bishops, so no ruling has ben given. It is said that Bishop McAllister will meet the provincial before answering Propaganda on Passionists' submission. Thomas hopes to see Cardinal (Prefect?) and read him Arthur's letter re crying need for more confessors. Even if there was a clear cut law, it could be evaded.
