There is a fear that the communists may use the Legion to gain a foothold in Ireland. +McQuaid believes that it may be the start of preparations to establish a consulate in Ireland. He has no fear in relation to Frank Duff and describes him as ‘…entirely loyal, sharp-witted and, what is not always realised, very unusually intelligent. He is one of the most intelligent men I have ever met’. He feels Duff’s visit could be used to gain world- wide publicity and used for the Russian’s own propaganda purposes. He is not inclined to favour a visit by Duff to Moscow.
