He questions whether the celebrations should continue in the same way due to the altered conditions of the time. He would value the opinion of the Archbishop.

It occurs only once a year and is not an expensive affair. ‘To abandon it would cause much surprise and comment.’ It provides a useful contact between the Nunciature and members of the public who would never meet otherwise.
