Letter from Fr. Fehily to Mgr. McGowan giving him permission to check Dr. Phillips asks for findings of the investigation. Fr. Fehily convinced that Scientology is bogus and at worst a money-making agency. Some of his students attended their lectures and did not understand a word their publications were utter nonsense. Gave brief biography of Hubbard and quotes what their texts say about Christianity.

He was told it had a threefold purpose: to make an individual more efficient in whatever work he was doing to control himself better how to control others. As the course uses Scientological methods it is clear that the American College of Personnel Efficiency and the College of Scientology are one and the same.
