SEBASTIAN answers the points raised by General re a new Foundation in Scotland. 2 houses are needed for the Students. Surplus of men, but not ones fit for Foreign Mission Work. Novitiate would have to be closed if no new house. It is the General, and not St Joseph's who would have final word.
