The agreement provides for the fact that members of the Congregation shall not quest or collect money, gifts or subscriptions of any kind, or organise lotteries or drawings of prizes of any description within the dioces. The Bishop shall have the right to make regulations regarding the public oratory, in particular that the public shall be free to attend Mass only at the hours fixed by the Bishop and that on certain specified days (eg. Easter and Christmas) the public shall not be admitted.

Bishop alludes to criticisms he has heard about this - (a) the extent of publicity given to the novena and (b) the expressed, or implied, invitation to make offerings.
