He now realizes that it he himself who is deemed to have declared Government policy by an attitude supposed to have been manifested by him in a discussion with the Catholic Headmasters’ Association. The Government has not given consideration to the application for an increase in the capitation grant, there is no Government decision, and no Government policy.
