The possibility of the Mother and Child proposals being accepted by the Cabinet and implemented, as they exist in the Draft, is not even to be considered.

He feels the evolution of a civilization based on materialism and scientific development will be disastrous unless a sense of moral and ethical responsibility can be inculcated in these people. This can only be done through education. This will rest largely with the Church.
