Vincent Grogan, Provincial, in reply to his letter of 24 February (see copy located under serial number 1965. , Says Vincent started this row by threatening to appeal to the Holy See in his very first letter and has repeated this in every letter since. So incorrest to say that bishop obliged him to go to Holy See. Passionists came to Down and Connor of their own free will and have accepted the position for 19 years. Vincent appears blind to the intersts of the Diocese. Bishop would need authenticated certificate of Passionists having privileges of Regulars (Orders).

Holy Cross Retreat, Ardoyne, Belfast; Dispute with Bishop McAllister: Copy letter (prpbably a draft) from Fr. Vincent Grogan, Provincial, to Bishop McAllister in reply to his previous correspondence. Vincent quotes extensively from Compendium Facultatum C.P., (1882) re our enjoying the privileges of regulars. He also quotes from de Aedificis and de Elecmonia. He repeats that the Belfast foundation was done in accordance with the canons and with the consent of the bishop. Denies that appeal to Holy See is a threat. Goes on to deal with the refusal of confessonal faculties. No formal appeal has yet been lodged. Passionist still willing to settle.

Propaganda is to try and settle the matter. Arthur's points will probably be of value to Propaganda. Guesses the bishop has spoken to Walsh of Dublin. .

Letter from Propaganda on way to bishop advising that he should settle dispute. He should not refuse faculties to Passionists put up by their superiors unless for canonical reasons. Other religious in Ireland were complaining about similar treatment., so the same advice was given to other bishops. Vincent to keep this information "under his hat". Thomas understands congregation wants this matter settled. (He also mentions that he is glad Vincent has escaped the danger from Kildare - i.e., of being made Bishop of Kildare and Leighlin, Copy of this reference is also located at 3/3/5/2 serial no. 6475)

Refers to wish of Sacred Congregation that parties meet and settle matter amicably. Says he mentioned all the restrictions to the Sacred Congregation and that he wishes them all to be matters for settlement so as to avoid future rows. Would like a personal meeting. He would like any arrangement come to to be in writing. He would also like the two men recently ordained by the bishop to have faculties so as to be available for missions. He, therefore, formally presents Frs. Kevin and Ambrose.

He asks for copy of the agreement between Eugen Martorelli and Bishop Dorian, together with articles subscribed to by some early rectors of Ardoyne. Wants them for translation into Italian. Is aware that Sacred Congregation is loath to irritate the bishop. They are cautious because of some rescript received from Holy Office.

Holy Cross Retreat, Ardoyne, Belfast; Dispute with Bishop McAllister:Hilary Mara: Letter to the Provincial from the Consultor General, Thoms, Rome. Has written and wired to Hilary that permission has been obtained for him to celebrate mass on board ship (on voyage to Australia?).
Bishop McAllister has got the Propaganda letter, but is on visitation at the moment and has not scrutinised it completely. He claims some of the Passionists allegations are untrue. Propaganda has told Thomas that there is no law compelling a bishop to give faculties to all religious in a community, but he cannot refuse faculties to all either. He can use his discretion as to how many faculties he gives.. The Dominicans have come up against this problem also (and that seems to have been the decison given?). Can't expect new law just for C.Ps.

was necessary for them to consult with Passionists. This being done, they now suggest that the bishop build the church with the assistance of the rector, ownership of the church to belong to the diocese, use of it to belong to the Passionists as long as they are there; with all the details of the Constitution Romanus Pontifices being observed. The bishop to decide on the site, but congregation suggests the one near the retreat becuse of easier access, the fact that the Passioinist are donating the site and helping with the building.
